  Number of Covers (Packets) are used to identify how many covers (packets) will have to be submitted by a Bidder for a particular tender.

2.Meaning for different Packet Number :

1. means single cover system consisting of EMD Fee/Prequal/Technical/Finance in one cover.
2. means double covers system consisting EMD fee details/technical bid in one cover & Financial bid in the second cover.
3. means double covers system consisting EMD fee details in one cover, Technical bid in the second cover & the Financial bid in the third cover.
4. means double covers system consisting EMD fee details in one cover, the NDA/Pre-qualification details in the second cover, the Technical bid in the third cover & the Financial bid in the fourth cover.
